ATO releases vulnerability framework

CA ANZ welcomes the ATO’s Vulnerability Framework (VF), a principle-based guide to improve how it supports people experiencing vulnerability when engaging with the tax system. CA ANZ participated in an earlier focus session with our comments included into a draft VF. The final VF incorporates further CA ANZ suggestions from our draft VF submission. This includes expanding the definition of “vulnerable taxpayers”  to include small businesses and self-managed superannuation funds, and recognising the role of tax professionals as “partners”  in supporting vulnerable taxpayers.

The VF outlines how the ATO will design and deliver services and support with empathy, transparency, and compassion. Key points for tax professionals:

  • Anyone can experience vulnerability any time
  • Support is available
  • Implementation is ongoing

The ATO notes it may not be able to remove or change tax obligations, however, it will listen, communicate clearly, and connect people with appropriate support.

The ATO asks members to:

  • Share the VF and support pages with clients and networks
  • Help people understand support is available
  • Stay informed about ongoing implementation activities

CA ANZ looks forward to continue working with the ATO as it implements the VF.
