CA ANZ releases terms of reference in next step of Professional Conduct Framework Review
Chartered Accountants Australia and New Zealand (CA ANZ) has released the terms of reference for its Professional Conduct Framework Review following sign-off from the CA ANZ Board.
CA ANZ also announced that it has appointed Former Federal Court justice, the Hon. Dennis Cowdroy AO QC, to advise the Committee and provide an independent assessment of the Review findings and recommendations.
CA ANZ CEO Ainslie van Onselen said this is an important next step in ensuring the body’s professional conduct framework remains robust and in line with global best practice.
“I am pleased to announce that we have released to members the final terms of reference for the Professional Conduct Framework Review,” Ms van Onselen said.
“This is the most comprehensive review of its type in more than five years, and member engagement is essential to ensure that our professional conduct framework remains in line with global best practice.”
The Review will be coordinated and overseen by a Professional Conduct Framework Review Committee (PCFRC), reporting to the Board, focusing on four key areas:
- Review the CA ANZ By-Laws, NZICA Rules and the CA ANZ Regulations applicable to the Australian and New Zealand professional conduct and disciplinary functions.
- Review the professional conduct committee and tribunal structures and administrative arrangements.
- Review the scope and content of supporting materials for Members relating to ethical disclosure obligations.
- Review CA Program academic integrity policies with the professional conduct and discipline By-Laws and Regulations, considering specifically how academic misconduct is notified and addressed.
“CA ANZ members and the general public can make submissions, and we encourage interested parties to participate and share their views,” Ms van Onselen said.
“Highly respected Former Federal Court justice, and ACT Integrity Commissioner, the Hon. Dennis Cowdroy AO QC will advise the Committee and provide an independent review on all recommendations put forward.
“This adds another layer of assurance to the Review, ensuring the recommendations are as comprehensive and thorough as possible.
“A key element of this review will be direct feedback from members, and I strongly encourage engagement with this process, which will inform future conduct to which all Chartered Accountants are subject,” Ms van Onselen said.

The PCFRC will meet for the first time later this month and submissions are open until 5:00pm AEST 30 November 2022.
