Submission on Queensland Productivity Commission's inquiry into construction industry

CA ANZ provides evidence on Interim Report – Opportunities to improve productivity of the construction industry

In April 2025, the Queensland Treasurer issued a direction to the Queensland Productivity Commission (the Commission) to undertake an inquiry into the factors driving productivity in the construction industry. On 31 July 2025, the Commission released its Interim Report – Opportunities to improve productivity of the construction industry for public consultation proposing a reform program to improve productivity across the industry.

The Commission made 21 preliminary recommendations, and our submission focuses on the two recommendations relating to the minimum financial requirements (MFR) and the trust account framework. It is pleasing that our earlier advocacy work has been considered, and we support the Commission’s recommendations to:

  • Remove the MFR unless there are net benefits, and
  • Pause of the trust account framework rollout until a regulatory impact analysis is undertaken.
