Joint submission on statutory review of Western Australian Associations Incorporation legislation
Joint submission provides feedback on proposals to improve operation of this legislation
In a joint submission, CPA Australia and CA ANZ have supported proposals to realign the Western Australian (WA) reporting thresholds to those of charities registered with the Australian Charities and Not-for- profits Commission (ACNC) as soon as possible, consistent with our views concerning the reduction of regulatory red tape on NFPs nationwide. It also recommends that the new thresholds should be applied to all WA Incorporated Associations (ACNC registered or not) given the similarities in the size and nature of these organisations and the limited resources they have available to achieve their objectives.
However, it does not support the proposals to reduce the regulatory processes around removal of an auditor. We consider that amending the reporting thresholds will reduce the pressure on the availability of suitably qualified practitioners, while still ensuring the appointment and removal processes adequately safeguard the auditor’s independence where an audit is required.
The submission also supports the proposals to allow members to attend and vote at general meetings using electronic means, which is consistent with recent changes in New South Wales, Queensland and Victoria as well as federally.
