Shaping the future of Australia’s not for profit (NFP) sector

CA ANZ and CPA Australia have responded to the NFP Expert Reference Group’s NFP Blueprint.

As part of several initiatives aimed at strengthening Australia’s NFP sector, in May 2023 the Federal Government convened an NFP Blueprint Expert Reference Group. It comprises 9 representatives drawn from a variety of community service organisations and 2 academic advisers. Their objective was to develop a blueprint of principles and priorities to guide government support and reform and sector led initiatives over the next 10 years.

Their NFP Blueprint Issues Paper was exposed for public comment in early November 2023 for a short 6-week comment period.

The joint submission from CA ANZ and CPA Australia supports the Blueprint’s identification of the key qualities the sector will need to remain fit for the future. They include being responsive to change, people focused, diverse and inclusive, digitally enabled and data driven.

However, the submission emphasised that in achieving these objectives there will need to be a continued focus on:

  • Regulatory reform to address fragmentation especially in fundraising and reporting;
  • Improved access to sector data via a publicly accessible data set sourced from the multiple regulators that administer the sector;
  • Grant acquittal reforms; and
  • Support for skills and training in key emerging areas such as cyber security and digital reporting, sustainability.

A final report, including their Sector Development blueprint, is expected to be presented to government later in 2024.

Meanwhile, the Productivity Commission is inquiring into the state of Australia’s philanthropic giving as part of the Federal Government’s other key NFP initiative, the doubling of Philanthropic giving by 2030. CAANZ and CPA Australia also lodged a joint submission to this inquiry, and the results are expected in May 2024.
