The Public Sector Advisory Panel (PSAP) was created in mid-2021 to represent the interests of CA members in the NSW Public Sector to ensure they maximise the value and opportunities from their membership, and to provide guidance to CA’s on the broad range of issues facing members in the Public Sector.
Since the establishment of the panel, the focus has been on two key pillars from CA ANZ’s strategic plan - World Class Member Experience and Our Brand and Influence.
Over the coming weeks, we will be introducing members of the panel to learn more about their passion and contributions towards this sector.
Joyce Low FCA, is the current Chair of the Public Sector Advisory Panel and the Director Governance & Risk/CFO at the NSW Public Service Commission.
"Your job is to find the opportunities; to solve the financial questions so organisations succeed. If you want to be a change agent, you need to be credible with finances and a great communicator."
Having been in the public sector for over 21 years, placing people at the centre of everything she does, is what she is passionate about when it comes to creating a world class public service experience.
Recognising that the CA membership is not dependent on the services and benefits alone, as a member of the NSW Regional Council, Joyce believes that value comes from how connected a member feels and how the organisation responds to and represents them.
William Yan FCA, is the Vice Chair of the Public Sector Advisory Panel and Deputy Executive Director (CFO) at Sydney Metro.
"I see one of my objectives is to encourage more CAs to join the Public Sector and importantly for current CAs to continue to realise the benefits and importance of the role they play in the sector."
Having completed his CA, William had the opportunity to work overseas in London before returning to Sydney. He has led various high performing teams within the finance profession over the years and has come to realise that the challenge is to mix commercial thinking with the public sector goal of community benefit.
Outside of his Vice Chair role, William was previously on the NSW Regional Council and the NSW Community of Finance Professionals.
Ross Hawkey FCA is a member of the Public Sector Advisory Panel and Director, HR Operations, Policies & Systems, People Group – Department of Education.With over 35 years of experience, Ross has led various Accounting and Finance functions across various for profit, not-for-profit and government organisations globally.
"I joined the PSAP to further strengthen this relationship and to augment the work already occurring to increase the number of CAs within the public sector."
His public sector journey started in 2015 as Director Corporate, CFO/CIO at Multicultural NSW before moving across to NSW Education in 2020. Ross is Chair of the NSW Public Sector Community of Finance Professionals – a community that fosters and promotes the public sector as a place to work and to build a professional career.
When asked what piece of advice he would give CA members, his response was “Be brave, ask questions, take opportunities when they present themselves, think beyond the numbers. Don’t be afraid to reinvent yourself throughout your career – pursue your passions”.
